Rule 15. Stay Orders.

Orders for a stay of the mandate of this court pending certiorari to the United States Supreme Court shall not routinely be granted unless there is a showing of extraordinary need or a demonstration that a substantial question is to be presented to the United States Supreme Court. Petitions for stay orders will be presented to the author of the opinion of this court and will be granted only on the concurrence of the majority of the panel which considered the case.
