In this consolidated matter, the Metropolitan Government of Nashville and Davidson County and several individual plaintiffs seek declaratory and injunctive relief from House Bill 48 / Senate Bill 87, which institutes a cap of twenty members on the legislative bodies of metropolitan governments, on the bases that the challenged legislation violates Article XI, Section 9 and Article VII, Section 1 of the Tennessee Constitution.
