AOC Claims and Payment (ACAP) System

The Administrative Office of the Courts modernized its disbursement system for indigent representation payments to attorneys, interpreters, expert witnesses, and investigators in February 2018. The new AOC Claims and Payment (ACAP) system replaced the Indigent Claim Entry (ICE) system and will allow users to more accurately and efficiently input and track claims for payment. The new system will provide users with more feedback and transparency on their claims. The payment process will be streamlined on the backend, improving turnaround times.

This is still a browser based application.  The change affected all attorneys, judges, and court interpreters who used ICE to make or approve claims. Expert witnesses were also added to the ACAP system.

HOW TO BECOME A REGISTERED USER OF ACAP

The indigent claims system is a secure site, requiring log-in credentials.  To request access to ACAP, send an email to acap@tncourts.gov .  We will send you step-by-step instructions on how to request access.  With these instructions, we will also include the ACAP users manual.  If you have any questions, please feel free to give us a call. 

Using the System

CALCULATION OF HOURS IN TENTHS

  • DISPOSITION INFORMATION - Attorney Fee Claims will require that disposition information be entered before you will be permitted to change the status of the claim.  If the disposition is withdrawn, bound over or dismissed, enter the original offense as the disposition offense; enter 'N/A' as the sentence, and select the appropriate disposition type.  Once entered, the system will permit you to change the status.
  • ACTIVITY DESCRIPTIONS - When entering the description for the activity being billed, free-form the description.  You may enter up to 200 characters when describing the activity.  If you are submitting a Dependency & Neglect claim, provide specific information as to the type of hearing you are billing for.
  • PAYMENT INFORMATION - When updating your payment information on ACAP, please send an email to the Indigent Team notifying them of the changes made. Changing the information in ACAP does not automatically notify the team that changes have been made. The Team can be reached at w9.help@tncourts.gov
