Qualified Residential Treatment Programs

The session will address Qualified Residential Treatment Programs (QRTPs), a key requirement of the Family First Prevention Services Act, which is relevant to the placement of children in foster care into group care settings. The session will detail QRTP federal requirements, the referral-to-placement process, and Tennessee's implementation efforts. Attendees will also learn about the role of judicial oversight in ensuring compliance and prioritizing children’s best interests. The session will conclude with questions, resources, and practical application to improve outcomes for children and families under this framework.
