The position will be under the direction and supervision of the Administrative Office of the Courts, working directly with the three-judge panel system, assisting with the organization and implementation of tasks needed to efficiently and effectively run the three-judge panel process. Work will involve scheduling, correspondence, day-to-day logistics, data and expense filing and tracking, compilation of reports, caseload and docket management, and communication with a variety of parties and offices. The position will work with the judges assigned to the panels and multiple panels may be convening within the same timeframes.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The position duties include the following, and other duties may be assigned:
- Coordination of the three-judge panel process, including the performance of a variety of confidential, technical, and general clerical and administrative tasks.
- Performs a variety of complex administrative duties involving information compilation, monitoring, routine legal research, liaison work, and provides information to the bench, bar, and citizens, as appropriate.
- Organization of three-judge panel dockets and coordination with the Director of the Administrative Office of the Court, AOC Intergovernmental Affairs Division, Tennessee Supreme Court, the three-judge panel judges and Law Fellows and Paralegal, a judge’s local staff, and county clerk’s office as needed.
- Manages and coordinates conference calls; schedules hearing(s) and may cross-check multiple calendars; schedules office conferences and appointments; sets up conference calendars; prepares trial and motion calendars; prepares case reference files for judges.
- Addresses are needed regarding the panel process with the TN Supreme Court, AOC Director, the AOC Intergovernmental Affairs Division Director and Counsel, and the AOC Communications Division.
- Serves as the primary administrative point of contact for panel matters, including receiving and screening visitors and routing incoming telephone calls.
- Performs special word processing projects such as typing and updating manuals or reference guides or other volume typing projects.
- Creates and maintains effective filing and tracking systems.
- Maintains records and files pertaining to the status of cases; delivers orders, opinions, and documents to clerk’s office for filing.
- Maintains statistics and databases regarding three-judge panel cases as assigned; prepares reports on the status of cases and consolidates information; with monthly reports to AOC Intergovernmental Affairs Division Director and Counsel and any other reports as requested or required by statute.
- Conveys and receives information in a professional manner to and from staff, attorneys, Courts, and the general public, in person, by telephone, by other electronic meeting means, and by correspondence.
- Acts as the main contact for staff within the AOC regarding three-judge panel matters; facilitates and handles execution of tasks that involve coordination with staff at the AOC.
- Requires travel for three-judge panel meetings, hearings, and/or trials as well as conferences, speaking engagements, and other outreach programs as requested.
- Understands court rules and terminology as well as general court system management, e-filing, and other IT processes as used within the TN Court System.
QUALIFICATIONS:
Education and/or Experience: Graduate with a four-year degree from an accredited college or university. Candidates must have a minimum of three years of professional work experience. Knowledge of the TN Judicial System and TN State Government is preferable.
Knowledge: Thorough knowledge of legal terminology and format; thorough knowledge of the rules of procedure as required; thorough knowledge of business English, spelling and punctuation; thorough knowledge of office practices, procedures, equipment and standard clerical techniques. Medium to advanced knowledge and skill in word processing. Knowledge of general Tennessee Court System process and an understanding of the TN Legislative Process.
Skills and Ability: Able to work appropriately with confidential information; ability to understand and carry out moderately complex oral and written instructions; ability to effectively organize work; the ability to prepare reports, correspondence, and instructions, as requested; and the ability to define problems, understand and track data, establish facts, and draw valid conclusions; ability to travel and stay at the location where a case is being heard for the duration of the proceedings.
Licensure and Certification Requirements: Must possess a valid Tennessee driver’s license.
