Nashville, Tenn. – The Administrative Office of the Courts (AOC) has welcomed Jim Holcomb as its new Judicial Safety Program Manager.
In this role, Holcomb has begun leading a coordinated, proactive strategy to protect the people who serve Tennessee’s justice system. He is the primary safety liaison across state and local law enforcement, courts, and state agencies. Additionally, he is leading the implementation of judicial safety policies, support education and training efforts, and monitor the effectiveness of investigative responses when security concerns arise.
“I am proud to welcome Jim Holcomb as our state’s first Judicial Safety Program Manager,” said Chief Justice Jeff Bivins. “His extensive law enforcement experience makes him well positioned to address the evolving safety challenges of our judiciary. We are eager to work with him.”
Previously, Holcomb served as a Senior Special Agent in protective operations, investigations, and training for the U.S. Secret Service. His career has included roles in the Presidential Protective Division, high-level criminal investigations, and counter-surveillance operations. He was entrusted with conducting vulnerability assessments for National Special Security Events, safeguarding the President, Vice President, and visiting foreign heads of state, while also overseeing multi-agency task forces targeting organized crime and financial fraud. In addition to his federal service, Jim served in the private sector as Director of Business Operations where he spearheaded strategic planning, training initiatives, and leadership development for corporate and nonprofit partners.

A U.S. Army combat veteran and graduate of the U.S. Naval War College, Jim combines operational expertise with academic achievement, holding a master’s degree in National Security and Strategic Studies and a bachelor’s degree in history. While having lived and worked in several states, Jim’s maternal roots trace back to the founding of Tennessee in what is now White County. Jim is an avid reader, cyclist, and volunteer who lives Gallatin with his wife and the younger of his two sons.
“I’m excited to be a part of this dynamic team and return to the kind of work I enjoy the most- serving a cause greater than myself,” said Jim Holcomb. “At my core, I’m a shepherd and protector of people and I’m looking forward to applying my skills and experience in support of the Tennessee state judiciary.”
